Attachment enclosed with a note as I promised Tom, to define responsibility of each party without

confusion and invasion of privacy of women's life and affairs:

I have been three weeks wasting my time and tuition and lack of sleep in this endless, useless,

non-beneficial, bribing, nonsense argument created by Dept of Education men who ask for bribing

and deal out of context from women, after six years none of this happened from Sallie Mae branch

of department of education. This year, I was transferred purposely by untold note to lock me only

with those men who have been harassing me. 

Excellent credit:

The manager, Tom, on June 20, 2012, witnessed from my credit report, I have excellent record, but

only those fraudulent collections of items paid five years ago but inserted without my knowledge

just for mafia behind the scene who poisoned me before.  It is clearly written in the copy of my

credit report in the attachment above: there is no negative item or dispute on my record.  The

fraud is separate item does not belong to my record. No one would have the right to decide

otherwise in order to abuse woman’s life and career.  This mess shall stop. 

Bribing and harassing woman engineer:

My Tuition is delinquent for the first time in six years, due to willful abuse of Department of

education men to damage a woman engineer excellent record in order to pay some bribing by force

under duress. This is illegal action and hides crime behind it.  This is a note.

Excellent credit history of student loan for 17 years:

My student loan has no default; it was paid in timely manner and now in deferment status.

Unrelated dispute and fraud inserted in women credit report by mafia behind the scene is my sole

decision to solve it whenever and however I see fit.  I do not take order from men or judges to tell

a woman engineer what to do.  I know what to do and how to decide for myself, everyone keeps

his opinion for himself or his business only, not to decide for a woman engineer. Department of

education job is only to do what is requested from it to do. Its job is to authorize the loan to the

university not to retaliate or harass woman engineer career and life for men' s personal opinion and

hidden bribe arranged among men.  If they do, they pay for their decision and talk with their

money.

Now I have to pay the rent and bills urgent, if any problem or harassment occurred for my

residence, or expenses or interests occur on my credit cards or at home or in my life, I will forward

all bills and problems to department of education the giant men who know how to decide and have

jobs and income to pay for whatever expenses needed or abuse caused by them, without any

argument or third party involvement. If any court or third party involved they shall be participating

in the violation and will pay too.  Men think that women are stupid do not know the law or their

right.  Most women have negative credits and abused in their life because harassment of men and

judges; now it is our turn to stop this mess.

Decision:

Please authorize the loan immediately to the university and do not mangle with a woman engineer

doctoral student’s life and career.  Your action is illegal, harassment, abusing education of women

engineer, willful disturbance of women’s life, asking for bribe, supporting mafia without my

knowledge, and against the law.  This message is sent to all media around the world.

Upon request of my university to address higher authority in Department of Education again

regarding the importance of getting the loan to pay the tuition and my rent and bills as full time

student relying on this loan until I finish my study, I was transferred to a manager "Tom" who

supported the fraud as well claiming with no compromising saying  that his boss would fire him,

and he needs his salary to pay his rent and feed his children, but he does not know that woman

also should pay her rent and eat as he and his children do.  I asked him why all those people who

gave the loan for six years did not get fired, give me the name of your boss, but he did not give me

any name and told me to talk to the Ombudsman.  Why the past six years I was not referred to the

Ombudsman to get my loan ?   Are women a toy or a chess for men to play game with our life and

education in America?  Is this the education of "positive social change" that doctoral students

study for in order to improve the status and disaster in America?  I think we are wasting time and

money. 

I offered to Tom to sign a note as I was asked to do so earlier, that "I do not owe these collections

and that they are inserted without my knowledge"  by criminals who attempted to poison me in

that specific hospital, but God altered their crime and woke me up again after three days. So they

continue to harass my life around the country by other ways without my knowledge too.  So now

some authorities behind the scene created such imaginary amount of money without my knowledge

again of who are they or who is doing this crab and mafia accessing women account to steal by

force and arrange false documentations an send gangs to steal my home and business computer

and other fraud that Governor Schwarzenegger was kind enough to solve it and made a law in order

to waive some other  fees for full time students with no income.  This is the proof of an honest

person and good use of laws, he cleaned up the fraud and never asked for bribing or stole money 

as attorneys and judges do talk about stupid laws and imaginary brainless system just to steal

money and harass women education, as those mafia who damaged my record without my

knowledge.  What is this stupidity and crab here?  Then they put some men in the dept of

education to share the crime with them. 

For years, I noticed that only bunch of men in courts, union of engineers, and their supporters are

arranging these dirty games harassing women engineer in America.  Why prior people last six years

did not ask me to pay this bribing?  Why they were changed this year to some mafia individuals

who force me to sign for bribing of $10,000 in order to give me my student loan.  Are men conspire

against women?  This is crime and robbery, and is only arranged by some judges and attorneys who

think they have the right to mangle with women's life, chase our money, and alter our record as

they wish without our knowledge and consent.  They actually have no right by law and God will

destroy them as they have been doing with me for the past years.  They know only to pay their

rent and food from taxpayers' money,  but are careless about women engineers life and the justice.

  They are in contempt of the constitution and they have to come to justice one day.

At this time, I am asking to submit a note that these collections are fraud and cover prior crimes

and other activities behind the scene without my knowledge or consent.  Upon this note, I need my

loan to be released immediately please. This note and e-mail shall be sent to other media around

the world.  I shall not bend to any threat of life or corruption of any authorities or devil acts. 

Investigation is going by the credit bureau, it should result by clearing my record from all

collections.  If any further abuse otherwise or any harassment results in the future on my name and

excellent record, I shall not be responsible about it and invoices of my time and losses shall be

sent to anyone abuses his authority in making stupid laws and harass my records including judges

or attorneys who do so.

I find the e-mail below as asking for bribing by the department of education Rep in order to give

me the student loan.  I am sorry, my ethics do not allow me to involve in such bribing or support

fraud on my record to be used to pay the bribe.  What is going on here?   It is chain of fraud not

caught for years.

The communication of the Rep was very offensive addressing nonsense changes in  laws, and \

harassing interpretation of English words just to abuse a woman engineer education.  Engineers do

not accept such nonsense talking and laws including women engineers. If America has no respect

to women engineer, it should revisit its system but I am not supposed to be harassed here. 

The role of dept of education is the education not harassing the education of doctoral woman

engineer after six years of excellent standing.  Any adverse or negative system is illegal and

retaliation behind the scene and supporting fraud act.   

Please solve this problem immediately, my loan should be sent to the university first for the

student to do her job, and then you do your job.   I have nothing to do with any fraud or crime of

poisoning patients committed by those who form chain of crime and devil act and gangs for years

without justice or solving problem in America.

This e-mail is regarding your PLUS loan appeal # 390963 .

To help you better understand why you may have been approved previously & declined now when

no changes have been made to your credit report, I would like to explain the updates made to the

Direct PLUS Loan credit check system.

The Department of Education conducted a review of their guidelines regarding accounts in

collections and charge-off as of 10/22/11. The results were that the omissions of these accounts

were not consistent with the definition of adverse credit.

Previous to that date, if you applied for a Grad PLUS or Parent PLUS loan & had collection and

charge-off accounts on your credit report, we would disregard them. However, after 10/22/11 the

Department of Education decided that, by definition, accounts in collections, or charge offs, are

accounts that are more than 90 days of more delinquent and have a higher balance than $0.

Therefore as of that date, any PLUS loan applicants who have collection or charge-off accounts on

their credit report will be denied. If the applicant is able to provide us with the necessary

documentation showing the accounts have been resolved either through payment in full, settlement

in full, or payment arrangements with proof of six consecutive on time payments we will be able to

continue with the appeals process.

Dear Direct Loan origination Center,

Thank you for your reply. I am forwarding your reply to Walden University financial aid Team to

inform them by the review of 3-5 days.  The due date to pay the tuition without default is June 14,

2012. 

I have an excellent record and never had hold or any problem on my record; it should stay clean as

I deserve it.  Retaliation of power, race discrimination, open systems for easy access to officials to

fraud and harass women's records outside the educational setup should not be a factor to sacrifice

students education and status and loans.  I am a doctoral student for positive social change and

should not follow negative laws or systems.  Education has nothing to do with hospital payments if

I think I should not pay it, it is only my decision.  So, please do not expect me to pay this fraud

collections at any time just to satisfy student loan system.  Whoever decides otherwise, should

pay for his decision. This fraud  was going last six years during Governor Schwarzenegger, but he

did not cause this interruption and waste of my time and tuition as a student, but he kindly

stopped the collection agencies from contacting me and he handled this problem quietly away from

me in order to study.  This is the job of Department of education, but it has acted negatively. 

There is also discrimination by the hospital administrative office to deny the health expenses waver

from me just because I am not Mexican, which is another claim and abuse, as I detailed it in the

lengthy e-mail below.

Who targets me again:

I did not waste time as such during last five years, why now we redo all this untimely movie and

frustration again?   Mainly, I would like to know who is targeting me again and doubled the same

charges on my credit bureau.  Actually there are others behind the scene who pushed the collection

agencies to commit this double fraud. It is scary.  FYI, the second hospital refused to treat me at

1:00 a.m. when I arrived with the ambulance, as retaliation against me because I reported the

false injection that killed me by the first hospital, and investigation occurred, why should it charge

for no service? This is exploitation and fraud but waver should be applied too and pay for it, not

me. I had to call people in the middle of the night to come pick me up at 2:00 a.m. because the

ambulance had picked me up and I had no car, and I could  not drive because of chess pain.  All

problems, misunderstanding, and harm occurred were due to sneaky act and retaliation by court

involvement behind the scene when the hospital called the court, but only God saved me because it

was not my day yet, they forgot that God sees their acts and HE is more powerful than acts of

devils.

These expenses do not belong to me:
These expenses, either to be waved by law because I am full time student with no income, or the

judge and defendants shall pay those charges because they originally caused this panic attacks to

me due to abusing my legal matter and sending gangs after me every place.  Also the hospital

should not be paid while they willfully killed me.  They should come to justice and pay me my

damages.  I wonder who has been persistent for five years monitoring and targeting me after

Governor Schwarzenegger left. This is spy or mafia.

New laws do not negatively change original program retroactively:
I hope the loan be sent as soon as possible to Financial Aid office at Walden University because I

need the refund to pay my rent, food, medical, and bills out of it. That was the plan of my program

six years ago without interruption.  Any new system or law should not disturb prior schedules of

student.  Logically it applies on new students only, otherwise it is not a qualified laws or systems. 

While doctoral students spend time and money to create "positive" social change, the department

of education and whoever committed fraud on my record attempt to disturb my education and apply

"negative" changes on me!  It does not sound right, doctoral students at my level make decisions

and their feedback are enforced for social change reason.

I called your office per your request below but I was really treated unfairly with no respect or

consideration to my education.  It is kind of brainwash system/law to target women.  Your

employees talk about a nonsense system, while the criminals who mess with my excellent record

did not follow a system or law. It is kind of insult, I had never been treated by this way last six

years of my doctoral degree while I had bankruptcy and other fraud on my record caused by judges,

why now should I be harassed in my last year of education?  I have been facing harassment and

threat of life by the union and judges corruption and fraud since 1995 until now.  A judge was

fired.  Kindly Governor Schwarzenegger solved many problems during the most difficult time as such

that took years but my students loan and eduction were not interrupted or denied at any time until

now.  Why should I be harassed now by your office employees and system?  Please solve this

problem.   

Criminal investigation:
The fraud on my credit report now is made up and a doubled posting by intention, it is willful crime.

Therefore,  I am filing a criminal charge and conspiracy against the agency that fraudulently

damaged my credit illegally without my knowledge and consent (California business Bureau, and

whoever advised taking the action).

The hospitalization in 2007 was due to judge harassment, discrimination, and conspiracy with

defendants union and judges, sending gangs every night prior to each court hearing to me at home

and on the road attempt to harm me while some of them were arrested, causing vandalism in the

post office to steal my court proof of service; and after notifying the court by my hospitalization to

cancel the hearing, attempt to kill me was arranged by injection of I.V., then I was sent home

where I died for three days, then I woke up.  This crime shall not go silent.  Did the crime and

forging our records become a system in the American court?  These fees were waived years ago,

but violators who illegally accessed my record has committed another crime by posting the charge

twice, what a devil act!  God will destroy them.  

Waver by law, injustice:
Why now my loan is denied?  I have no income for seven years as a full time student, I owe

nothing to any hospital or act of crime.  An official document for waver was filed but because I am

not Mexican, I was denied the right. This is another crime.  If the court system sneaks on women,

mangles with my education, and destroys women engineers life and career as they wish, they

should come to justice and the court should be closed for safety reason.

This retaliation occurs because I am researching the legal system injustice and corruption in

relation to engineering and women engineers rights, and my right & income that has been stolen by

the court's fraudulent act since 1994 repetitively. This fraud on my credit bureau is another proof to

be added to the history of my legal research.

Student loan:
Please clear my student  Grad Plus Loan as soon as possible.  I am full time independent student

and have no income to pay the tuition at this time, it is the last year in my program.  It is

unacceptable to argue at this level of the end of my educational program,  I do not think that

America is ready yet for decent life and education, it is all fraud by the legal system and the court

affecting life of citizens.  It is better to close the immigration instead destroying career of

educated people by such crime and gangs while everyone just follow the crime blindly and under

fear.    

Equifax proof of investigation:
Please receive attachment of the only proof that Equifax allowed me to get after a big argument in

order  to satisfy request of employees of your office to get a proof of reporting the fraud and

investigation.  The segregation in the system looks dumb, very annoying, and nonsense.  Engineers

time is more valuable  than dealing with such conflicts. Why should I waste my time in arguing

while every government office makes a separate system/law and asks for documents that the other

organization does not offer!!  Are we getting the run around here to rebut crime and inconsistent

systems?  Why should a woman engineer is objected to crime and fraud, wastes her time for free

dealing with retaliation and crime in America with no justice?

In reviewing the e-mail below, I noticed the language assumes that I am in default in my credit.

The e-mail made suggestions of a cosigner or change loan and many other issues out of context

totally without even verifying the fact with me before writing this e-mail that offended me.  The

entire issue of the collection is fraud, scam, retaliation, prior crime occurred inside the hospital

poisoning me in 2007.  I am not sure why all these crimes and fraud are persistent until now in

2012? Who persists to trace me to abuse my life, time, and education?  This is obvious retaliation

and plan to commit further crime by those who poisoned me back in 2007. 

As you notice that the issue is personal and has nothing to do with the student loan and role of

the dept of education.  By law, the lender of student loans should look only to the history of the

student loan on the credit report NOT to other personal issues unrelated to education and includes

retaliation of others against women. This would be only my decision to deal with those parties who

fraud on me or whatever the situation is on my own time. It is illegal for Dept of education to

involve itself in personal matter, decides on something it has no business in it, and threatens the

female student to hold her education and career and income back!!!   This is illegal, discrimination

against women engineer, and doubt about credibility of your people to apply laws and rules per the

constitution, and they would be responsible about loss of income and future career disturbance of a

woman engineer.  

But further, your people force me to pay this fraud that is not related to education!!!  Do I assume

they are part of this fraud?  Are they sharing it?  Do your people know who the criminals who

poisoned me in the hospital were?  The department of education involved itself in hot water of old

crime that has been renewed now by the discovery of this fraudulent collection that could be a set

up to willfully deny my student loan, for unrelated issue to the education, while my student loan

status is in good standing with no default for 17 years.  As you can see I am a person who has

excellent record all my life in any country but American politics and legal systems commit crime of

dishonesty and discrimination to willfully set up sneaky false record and claim that it is related to

the person and then destroy good educated people. It is crime and devil act. That is exactly what

dept of education involves itself in now misguided by legal personnel who hide behind the scene.  

As you know, paying student loan falls under totally different rules and laws than other loans or

debts.  For example, student loan cannot be in bankruptcy and has to be paid anyway.  But other

loans, by law, can be debated or can be fraud or can be cancelled or can be in bankruptcy by law. 

It is the legal right of the consumer, including women, and is illegal for dept of education or even

any judge to decide for it. Why should the dept. of education address issues totally unrelated to its

role and laws?  Women engineers are not waiting for men to decide for them and tell them what to

do? I know how to decide for my issues and do not accept any threat of brainwash talking.  The

way I have been treated so far is illegal and some men are talking nonsense to brainwash a woman

engineer in your office!!!   I did not experience this brainwash, the guts to act illegally, or involving

in issues unrelated to education by women and men who handled our loan in Sallie Mae for last 17

years. Dept of education men, who talked with me so far, do not know what the hell they talk

about, they claim that “redefining an English words” to make a new law to deny student loan of a

doctoral female engineer degree is more important than the degree!! It is too dumb and stupidity

and crime. That is the reason America is lacking in the education such as mathematics the most

intelligence subject, which I acquire successfully and served the American society for years using it,

but now the American society and courts stole my income and retirement, attempt to kill me in

several incidents, and now some men abuse my degree and loan for their personal reason and

stupid brainless laws that would be thrown in the trash. 

They got me offended and they lost my respect and my trust in making professional discussion with

them.  My time is more valuable than talking nonsense and stupidity. My belief and ethics as an

engineer do not allow me to bend to lies, corruption, and fraud because the department of

education threatens a female engineer by holding the education loan in order to pay bribe and

imaginary money...! This discussion is crazy and was not expected by federal male employees in

the dept. of education whom their credibility and qualification are in doubt at this time.    

Holding the student loan in untimely manner at the last year of the educational program of a

female engineer is discriminatory and a serious matter that will be taken in higher level around the

world and would call for reforming the legal system that allows such harassment to society, along

with payment of loss of tuition and income and other abuses to a doctoral female engineer.  I am

not a kid to deal with me as if with a child.  American government men should learn what it takes

to deal with an engineer including a woman engineer from any race or culture.   

Special circumstances:
I am a full time student with no income for the last six years of my doctoral degree until I finish

my program.  Therefore, I have no income to pay the rent and food and medical expenses by next

week.  This is the special circumstances that I live in during the entire period of my education.  It

should be respected and accommodated, otherwise, it would be discrimination, disturbance, and

persistent abuse to advancement of a female engineer education and career by stupid

inconsiderate laws that men brainlessly do in America… they should pay for the outcome of their

laws and dissolve and reform their entity that disturb the country.  

Please review the student loan dispute and authorize the university to pay the tuition and my

refund. Thank you for your consideration in this regard.
